I think that the Foreign Affairs Committee concluded that any such amendment should be made by primary legislation. Later, we shall debate a number of passerelles—a procedure whereby a decision can be taken by unanimity to adopt qualified majority voting—but that is not what we are talking about at the moment; we are talking about clause 3, which is not a matter of passerelles.
