On a point of information, the artist will not receive the money because the work of art will be sold in another jurisdiction where the levy does not apply. Not only will the artist not get the money, but his gallery, the auctioneer, and all the restorers, packers, clerks and framers will lose business. The Government were right. It was a well-meaning measure, but it would not have been effective.
