My right hon. Friend is making the case that the use of the word ““Union”” and the change in terminology has greater importance than it is given. At the same time, however, he is trying to make the case that it is not of great importance to cease to have a constitution and to have instead a treaty. I should have thought that he would agree that to have a treaty between sovereign nations rather than a constitution is a fundamental difference, even though I agree that the Government’s promise on a referendum certainly did not contain that caveat.
