The wording of the amendment, which I entirely support, has an important limitation to it which is important from the Government’s point of view. You can go back to the youth offender panel only if a member of the youth offending team approves it, thus limiting the provision to those youngsters whom the youth offending team thinks should continue to be worked with. In those circumstances, in this limited form, the proposal is admirable. I hope that the Government will take it on board.
