Does my right hon. Friend agree, as I suspect he would, that there is something utterly pathetic about the situation we have arrived at in this debate? The question whether our young men are to be sent off to war really should be debated. The question of how a common foreign and security policy is being developed is being ignored by the Committee thanks to the means that the Government have employed to frustrate debate—
