If what the hon. Gentleman says is true, then, contrary to what the Chairman of the Select Committee has argued, the president will not transform the effectiveness of the EU's position abroad. Such a transformation will only occur if the changes to the roles of the high representative and the president make that position more effective. If those changes are modest and do not have the effect that I have suggested, I do not see how the transformation argued for by the Chairman of the Select Committee will occur.
