European Union (Amendment) Bill

As the Government's speeches and amendments in the Convention are hard to come by, my hon. Friend may not be aware that it is a matter of record that at the time of the Convention the Government also said that the obligation to ask the Union Foreign Minister to speak"““could in certain circumstances contradict the Security Council's Rule of Procedure.””" They therefore wanted the obligation to be removed. Does my hon. Friend not think it very unwise to write into a treaty an obligation that would conflict with the standing orders of the United Nations? Is that not another reason for looking at the treaty requirements again, in the light of our more important, wider, global obligations?
