Treaty of Lisbon (No. 5)

If the hon. Gentleman will let me make some progress, I shall be happy to allow him to intervene as I go through the details. The treaty will make the European Council responsible for setting the EU's strategic priorities for all external action, thereby underlining member states' lead responsibility for setting the EU's foreign policy. It will strengthen the coherence of the EU's external action through a high representative, appointed by Heads of State and Heads of Government and straddling the work of the Commission and the CFSP.
