The Foreign Secretary referred to a number of amendments and I am happy to admit that I tabled some of them for a very good reason. Would he accept that, although proper co-operation can be achieved within the framework of an organisation such as the European Union, there is a world of difference between that co-operation and the degree of co-ordination being established within a legal framework, which has been accompanied by mistakes such as those seen in the disarray over a whole raft of matters from Iraq and Kosovo's standing to many others, where the EU is demonstrating that it cannot meet the challenges that the Foreign Secretary mentioned?
