The word ““punishment”” is being treated by the noble Lord, as it has been treated by others, as the equivalent of custody. But punishment is equally community service; it is equally anything else. It is clear that the noble Lord has focused on punishment as custody. When I spoke of punishment, I really meant the whole, broad spectrum. I was not thinking about custody in particular.
