Does the noble Lord accept that this is not about locking people up? Although we have moved on to Part 2, most of our debate has been about Part 1 and youth rehabilitation orders, which are designed to reinforce the point that custody is a last resort and that we need to put much greater emphasis on—dare I say it?—rigorous community sentences.
