There seems to be a considerable difference of opinion between his understanding of Clause 9 and what is interpreted by many of us on different Benches. Does he intend to produce a code of practice that will give some substance to what he is saying, in terms of the interpretation of Clause 9 for sentences? If so, would it be possible to see a draft of such a document before Report?
