I mean that people have to face up to the consequences of what they have done through the various sanctions that are in place. But as part of that sanctioning process, there can be constructive programmes, hence the emphasis on the prevention of reoffending. I agree with what the noble Earl, Lord Listowel, said about some of the issues around social care and fostering. We took part in the Children (Leaving Care) Bill a number of years ago which reflected on some of the very poor outcomes of children in care. There is much that we need to do for those children who end up in custody but we should not run away from the fact that punishment is part of the framework we are dealing with.
