I am not sure that it is; that is why I am perplexed. I am not sure that would be the case. It is an answer, but there may be surrounding circumstances that one might need to take into consideration. Let us reflect on this one. I do not want to have an elongated argument about it, because I think that the noble Lord is trying to make a reasonable point in his amendment. He has said that he will not press the amendment, and we will think about it.
