I am not sure that I can really add to what I said at the beginning in terms of the relationship between the overall aim, which is to reduce offending, and the need for the welfare of the child to be taken into account. We are not going to agree on this matter. The matters that the noble Baronesses have raised are entirely those that can be considered by the responsible officer and the courts.
