Does the Minister agree that, generally speaking, building on the professional judgment of those on the front line, if one can, is preferable to being prescriptive? What steps has he taken to build on the professional capacity of those on the front line—through, for instance, continuing professional development and improved advice—in that sort of way, rather than taking this step of legislating?
