Again, I must agree with everything that the noble Lord, Lord Ramsbotham, says. Why do this Government not trust professionals to get on with their job? If you appoint somebody to be a magistrate or a judge, you assume that they are capable of either magistrating or judging. You do not want to hold their hand the whole time and tell them exactly what to do, because invariably circumstances will arise when it is exactly the wrong thing to do. You should just allow them to use their judgment, which is what you pay them for.
