Another thing that we ought to take into account is that for some quite extraordinary reason there is a culture of deliberately going out to get what is called—and I think I can say this at this time of night—““rat-arsed””. That is a very long and old English tradition. The Venerable Bede complained his monks getting too drunk. It is a very serious problem and it ought to be looked at against the drinking culture that the young of this country have had historically for thousands of years.
