How does what the Minister just said about the welfare of the child remaining the paramount consideration chime with the passage in new subsection (4) in Clause 9 on the purposes of sentencing? Those are: "““(a) the punishment of offenders,""(b) the reform and rehabilitation of offenders,""(c) the protection of the public, and""(d) the making of reparation by offenders to persons affected by their offences””."
If what the Minister said is really the Government’s intention, should there not be some amendment of that list to incorporate reference to the welfare and well-being of the child?
