Perhaps I may also throw in a couple of questions that are directed at the movers of this amendment. Amendment No. 13 refers to taking ““independent advice””, but the noble Lord, Lord Wedderburn, following the intervention made by my noble friend about cowboys, referred to ““qualified independent advice””. He said that he could not find the reference, but no doubt the great professor will find it for us in due course and let us know. In the late 1980s, when I was called to the Bar, there was a body called the Free Representation Unit, which was composed mainly of those who had just been called to the bar, young barristers in their pupillage. They offered their advice free, very often to people going to tribunals of this sort or to the whole range of other tribunals that are around. I do not know whether that body still exists.
