I thank the Minister for his courteous response. As my noble friend Lord Razzall said, we are taking this opportunity to bring forward this issue and to express concern about those who are incapacitated. The Minister has reassured us that this is covered by health and safety, but we raised the issue to identify a possible problem. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
