I want to say for the record that no authority will be forced to use these powers. They are enabling powers, and no authority will be forced to roll out in whole or in part of an area. I hope that that answers the question of compulsion on rollout. I am happy to put on the record that no local authority will be forced to use these powers because they are enabling powers. Given that there is now an opportunity to see this statement on the record, I hope that the noble Lord will consider withdrawing his amendment.
