moved Amendment No. 183Y: 183Y: Schedule 5, page 58, leave out lines 23 to 34 The noble Lord said: The amendment would remove a new paragraph on ““Separate account to be kept””, which instructs waste collection authorities to keep a separate account for the money that they take in from the extra charges for people who throw away too much and hand out to people who throw away less. I do not want to take the provision out of the Bill—it is merely a probing amendment—but wish to ask one or two questions in relation to it. It states that a waste collection authority is to keep a separate account of any rebates, other payments or any charges received. It then states: "““Any person interested may at any reasonable time and without payment inspect the account and make copies of it or any part of it””." If they are obstructed, a penalty is incurred. I am not clear about how much detail about individuals such an account would contain. Is it a general account, relating to the amount of money collected and paid out over a period, or would it go down to the level of showing who has had to pay extra charges and who has been given rebates? I do not want to ask any further questions until I receive an answer to that. If the account does not include such individual details, which could be inspected by anybody, I will be happy to withdraw the amendment. If it does include them, I would be concerned about it.
