183G: Schedule 5, page 56, line 14, leave out from beginning to ““and”” in line 15
The noble Lord said: I will be brief in moving Amendment No. 183G, which is a probing amendment that asks the Government to provide some information on how they think this might work. The Bill, in setting out paragraph 2(1)(b) of the new schedule to the 1990 Act, says that "““the scheme takes account of the needs of groups who might be unduly disadvantaged by it””."
I cannot find out what that means from the useful letter that the Minister sent round with his fact sheet, or from other materials or anywhere on the Defra website. I really do not understand what a local authority is supposed to do to take "““account of the needs of groups who might be unduly disadvantaged””."
I will listen to the Minister before saying anything else. I beg to move.
