I will withdraw the amendment but, before doing so, the idea that some people will be paying extra to have their rubbish removed, while people next door are not—for some technical reason from the nature of their houses—is not the real world. A great deal of thought will have to take place before anyone could introduce such a scheme, which would cause mayhem and set neighbour against neighbour. That is what I fear.
