Yes, that is exactly what I have just said. It would be up to the local authority to say which kind of domestic premises it wants to include or exclude from its pilot, and where they are. In some geographical areas, it might say, ““We will take all the premises””; in other areas, it might say, ““Because of the nature of some premises, they will not fit the pilot that we, as local authority A, are going to run””. But in local authority B’s pilot, elsewhere in the country, it might say, ““It would be our role to ensure that those premises might be included””. However, it is up to the local authority.
