The hon. Gentleman is right: we should let the people decide on such a matter, but to bring that about we should not use strange devices like the wrecking amendments before the House tonight. The process that I have set out would be less painful, and it would also protect Members on the Conservative Front Bench from the sort of attacks by the Eurosceptic and the Europhile wings of their party to which they have been subjected this evening. That is why I recommend that approach to them, and why the amendments should be withdrawn.
