Gentleman is right that I did not touch on that—I probably should have done, but it was rather a question of trying to bring my remarks to an end because of the number of interventions I had taken on the emergency brake. Let me point out to him that nothing in the wording on the emergency brake requires the Council to consider such representations; indeed, the wording makes it explicit that it is discretionary.
