On a point of order, Mr. Deputy Speaker. ... I am well aware of you too, Mr. Deputy Speaker. I shall be certain to stay in order. Page 9 of ““Erskine May”” is relevant to the point made by the hon. Member for Crewe and Nantwich (Mrs. Dunwoody). It says of programme orders:"““Though such orders are usually more all-enveloping than guillotines… and they remain a controversial innovation, their details may often be settled with more agreement than guillotines enjoyed.””" Would you rule, Mr. Deputy Speaker, that this is indeed not only an innovation but is extremely controversial—more controversial than the arrangement that we had before?
