The Minister has been generous in outlining when certain subjects not listed in the Government’s timetable motion should be debated. He knows that my party, the Scottish Government and I have long-standing problems on enshrining fisheries as an exclusive competence of the European Union, which does not appear in the timetable. Does he agree that there is at least the possibility of raising the issue of fisheries as an exclusive competence in the debate on day 7, which concerns"““the effectiveness of the EU institutions and EU decision-making””?"
