I have no need to take a lead from the Lib Dems on these matters. I was seeking to suggest that I was at one with the Minister in accepting that this section applies to a whole area of economic activity. One would imagine that there will be a gradualist approach. We will learn a lot from the major schemes, which are already in existence, and soon be able clearly to define where it is no longer viable for these schemes to be introduced.
