I have in this group Amendments Nos. 23 and 48, which deal with the same point in Clauses 5 and 13; that is, to take out the paragraph providing for the principle that regulatory activities should be targeted only at cases in which action is needed. I am not against targeting, but in this context I am confused about what the difference is between targeting and proportionate. Under Clause 5(2)(a), regulatory activities have to be carried out in a way that is, among other things, proportionate and consistent. I am not entirely clear how one can be those two things but targeted.
