I think that I had better accept it, but it seems to me a peculiar legal fiction to say that the authorities are one or the other, particularly as the noble Lord did not seem clear which they are. Nevertheless, as he says, Leicester—the city in which I was born—is an example of this, but there are also the examples of Bristol and of Bath and North East Somerset, where I now live.
