My Lords, I disagree with the noble Lord, Lord Teverson. I cannot envisage how the climate change committee can do its job—which is after all not just to monitor but to set programmes thereon—unless it has confidence in its own figures. Simply to say that that is a responsibility of the Executive and that we will take their figures is a compete denial of their responsibilities. That is not to say the Government will not do the work themselves as well: if that is duplication, it is duplication for a good cause.
The climate change committee will use a number of organisations that are available to Government to do calculations and monitoring of greenhouse gas and other relevant emissions. This is a sensible amendment—and an inevitable one if the climate change committee is to exert its proper role.
