Greater London Authority Bill

I shall leave it to the opponents of the hon. Member for Carshalton and Wallington to make that case. On term limits for the leader of the Liberal Democrats, the clock is running quickly for the right hon. and learned Member for North-East Fife (Sir Menzies Campbell), but we shall say no more about those matters. The arrangement for the United States presidency is a special situation. The founding fathers had particular safeguards in mind when they decided to have two-term limits for the presidency.
