I am very grateful to the noble Baroness, as I was, incidentally, for her remarks on Amendments Nos. 242H and 242J, which usefully explained the meaning of those parts of the clause, which I had, I must admit, misconstrued. I note what the noble Baroness said about public consultation. I agree that the public may not be the only audience for consultation exercises and that there are other groups who would, in the normal course, be included.
I wanted to flag up the undesirability of an overly narrow consultation exercise. That, as a matter of custom and practice, would be equally undesirable. I thank the noble Baroness for her reply. I beg leave to withdraw the amendment.
