That was a helpful reply from the Minister, for which I am most grateful. Its only disappointing aspect was that she was a little cursory in referring to the protocols that would be set up to avoid the impact of conflicts of interest where they arise. I am sure that we have sufficient time to examine the draft documents that the noble Baroness has circulated; I shall try to give them more justice than I have been able to so far. Yet these are potentially important issues, and we do not want to walk into a situation where they arise frequently. One can imagine that they might, if the host organisation was of a certain kind. I was grateful to hear the Minister talk about the contractual obligations to be imposed on independent sector providers, which would indirectly ensure that they were exposed to the light of day as regards the powers of LINks to enter and view those sorts of premises; that clarification was helpful.
