moved Amendment No. 210B: 210B: Clause 108, page 69, line 40, leave out ““(including representatives of partner authorities)”” and insert ““and partner authorities”” The noble Baroness said: Clause 108(4) provides that, before the Secretary of State issues guidance, she or he must consult, "““such representatives of local government (including representatives of partner authorities) and such other persons (if any) as he considers appropriate””." I could have taken out any of the little groups of words here to enable me to probe what is meant by, "““representatives of local government (including representatives of partner authorities)””." Some partner authorities are not in local government, so why do they appear to be a subset of local government? The partner authorities are listed in Clause 106, covering a great range of organisations, as we have heard. If they are the organisations listed in Clause 106, can they have representatives? It would be quite difficult to find proper representatives of a historic buildings and monuments committee, Transport for London and a primary care trust, for instance. I am unclear what is in the mind of the Government in this little paragraph. I beg to move.
