The hon. Gentleman has just mentioned people spending money in rural filling stations. The new clause states:"““The purpose of the Scheme is to provide a rebate on road fuel duty to qualifying persons at qualifying retail outlets.””"
Is it not possible that someone might qualify but choose to buy their petrol in an area that is not considered remote, because that was a sensible thing to do? How would the scheme work in those circumstances?
