The Minister mentions heroin reaching our streets. Given that the Serious Organised Crime Agency has prime responsibility for UK drug seizures—there are concerns about its performance in that regard—is now the time to transfer the responsibilities of the Assets Recovery Agency to SOCA, which is struggling with its core responsibilities? There is also widespread concern about SOCA’s accountability. Only last month, Lord Justice Sedley described it as"““a region of executive action free of judicial oversight””."
