I was not aware that a pilot study had already taken place, nor that it is proposed that three further pilot studies should be conducted before this becomes general. The Minister has done a great deal to remove my hesitation and doubt about the whole matter, and in those circumstances I will not pursue my opposition to the clauses. Clause 24 agreed to.
