I totally agree with my hon. Friend about that. He need not be worried about the motion as it stands, or indeed about the Government amendment, on those grounds. Our motion refers to"““mechanisms to ensure that the capability to react rapidly in emergencies is maintained.””"
I shall return to that. The Government amendment respects the need to respond to emergencies.
