My Lords, Professor Crow identified that Manchester fulfilled the criteria better, which is why he recommended it. There was sound, substantiating evidence for that. My noble friend Lord Lipsey claimed that I had been reluctant to indicate a change of mind by the Government, but it is not so. I pay tribute to him and to my noble friend Lady Golding for their assiduous work. In terms of the acceptability of their amendment, the Government will ensure that it is supported so far as we are able. I accept it in spirit, but not every word.
