This raises one of the problems with the BBC being involved. The TV licence is on a property, a household. It is not paid by the individual, as such: it is paid on behalf of the whole house. But the help is to be given to individuals. Suppose that, for instance, a house becomes digital as a result of the help scheme and the person moves on, for whatever reason. Is the equipment purchased by the help scheme for a particular person to remain in the house when someone else moves in or is the person entitled to take it with them?
