Statistics and Registration Service Bill

The Minister is talking about oversight, but clause 29(4) states:"““The Board may direct the National Statistician…not to exercise a particular function, or…as to how he should exercise a particular function.””" Does he agree that the board’s role therefore goes beyond mere oversight? The Bill states that the board must ““have regard”” to the National Statistician’s professional advice, but does not clause 29(4) drive a coach and horses through that?
