Although many peers work exceptionally hard and demonstrate regularly immense expertise, does the hon. Gentleman not agree that, on the whole, the most vociferous champions of an unreformed second Chamber are current Members of the unreformed second Chamber, and that on the principle that no one should be judged in his own cause we should not pay too much attention to that particular form of special pleading?
