Paragraph 1.7 of the White Paper states that"““it would … be up to Parliament … to alter the proportion of elected members, if that was thought desirable””." Does not the right hon. Gentleman agree that, given the inevitable dynamics involved, if Parliament were ever under pressure to reconsider the proportion of elected Members of the second Chamber, that pressure would be to increase it, rather than reduce it?
