It is probably right to say that it would not be right to specify subcontractors in contracts, because that would assume upfront the nature of all the client/customer needs with which the provider would have to deal. However, as I said earlier, we would encourage organisations to consider being subcontractors to the main providers. Presumably, part of the main providers’ bids will have to say how they will be able to access specialist knowledge and input so that they can cover the full range of customers with whom we will ask them to deal.
