Yes. That is inevitable. If the Bill is passed and is applied to England, the opt-in will not really be an opt-in; Scotland will be forced to come into line with the rest of the country. The right hon. Member for Berwick-upon-Tweed (Mr. Beith) talked about train timetables, and pointed out that a train would arrive in Berwick-upon-Tweed before it had left Edinburgh.
