I thank my noble friend for that elucidation. No doubt we will want to discuss the issue in a more informal way because there may be some misapprehensions about what can be achieved through guidance or in a way other than on the face of the Bill. I understand that. I am not sure whether I go along with him on the undermining of independence. What he says is clear, but having taken part in an inspection last year I do not think that in any sense I undermined anyone’s independence. None the less, I think I understand the message here; at this stage I shall withdraw the amendment. Amendment, by leave, withdrawn. [Amendments Nos. 144 and 145 not moved.]
